摘要
通过对我国高等教育由精英型向大众型过渡阶段施行学分制情况的分析,认为学分制是以学分作为衡量学生完成学业情况的一种灵活教学管理制度,为此教学管理部门要建立一个高效、务实、灵活的管理运行机制,为推行学分制创造一个良好的内部环境。在此基础上指出高校在加强师资队伍建设的同时,必须加强教学管理干部队伍建设,并提出了加强教学管理干部队伍建设的具体措施:即确立以教学工作的中心地位,加强对教学管理队伍的管理;强化制度建设,明确管理职责;加强对教学管理人员的业务培训,全面提高其综合素质。
Higher education in our country is passing from elite education to mass education. Credit system is a flexible system of educational administration which evaluates the students'performance by credits. In respect, institutions of higher learning should establish an efficient, practical and flexible administrative mechanism to create a favorable inner environment for the promotion of credit systems. Apart from the en- hancement of contingent construction of teachers, universities must at the same time pay attention to the contingent construction of educational administrative cadres. This paper puts forward a series of measures to strengthen constructions in this field, including the confirmation of the central position of teaching, the formulation of pertinent regulations and rules to clarify the administrators'duties, and the improvement of administrators'quality by professional trainings.
