摘要
伴随着我国危机事件高频发生时期的到来,有效、及时、和平地处理各种类型的危机事件成为今后一定时期内我国各级政府必须高度重视的重大挑战。传统的官僚行政组织体制在危机环境中表现出了日益明显的适应性危机。但是,危机中的“危险”与“机遇”并存的二元结构性特征对组织变革创新提出挑战的同时,也为之提供了契机。我们应抓住这个契机,积极推进行政组织体制创新,加快行政组织变革,以适应新的行政环境。
With the approach of the time when crises happen frequently in China, coping with various of crises effectively, in time, and peacefully poses a great challenge within a period of time in the near future, to which governments of all levels must pay close attention. Traditional bureaucratic administrative organization system displays increasingly the adaptability crisis. While the dualistic structure, where "danger" and "opportunity" coexist, poses challenges for the transformation and innovation of organizations, it also provides opportunities, it is necessary for us to grasp the opportunities, promote the innovation in administrative organization systems, and accelerate the transformation of administrative organizations so as to adapt to new administrative environment.
