摘要
环境的不确定性增加了社会危机的可能性,由此也提出了对以增强行政组织机构快速反应能力为特点的公共治理能力的考验。我国发生公共危机尤其诱因,政府公共危机治理的功能存在缺陷。要应对危机中对于快速应变能力的要求,我国政府治理必须适应新形势,以实现政府公共治理再造。
Uncertainty of environment increases the possibility of social crisis. So it is necessary to enforce the rapid reaction ability of executive organization. It is the character of public management ability. This thesis explains crisis and the nature of public, and analyses the reason of public crisis in China, and points out the functional defects of government public crisis management .In order to satisfy the requirement of rapid reaction ah/lity. Our government must suit for new situation to realize the goal of public management.
