摘要
由于经济建设长期以透支资源和破坏生态为代价,东北老工业基地自然资源正逐步走向枯竭,生态环境成为制约其可持续发展的刚性因子。循环经济作为环境保护、资源节约型发展的新模式,是实现东北地区可持续发展的必然选择。如何发展循环经济,则是当前必须研究的重大课题。
At the cost of overdraft resources and damage ecology to develop economy for a long time, natural resource is drying up and ecology environment has became the stiff factor to restrain sustainable development in northeast old industruial base. Circular economy is a new economic form to protect environtrent and save resources,which is the only choose to achieve sustainable devdopment of northeastern region. It is the great task for us how to develop circular economy.
