摘要
新建本科院校基础差,底子薄,离《本科教学工作水平评估方案》差距较大,软件建设尤其薄弱,成为制约学校发展的关键。是否落实教学的中心地位、平衡学术权力与行政权力的关系是软件建设的瓶颈。
On account of their unsatisfactory basis, the newly--established colleges of four-year schooling has a long way to go before they can meet the requirement of the Program of Appraisal for the Teaching of Colleges of Four-year Schooling, in which their software cQnstruction is even weaker and has become the crux to restrain the development of the colleges. The bottleneck is whether or not to implement the teaching-centered program and balance the relationship between scholastic and administrative rights.
