摘要
人民调解制度能够长期在我国农村存在和发展,是有其深刻的历史和文化根源的,它在农村民事纠纷的解决中发挥着不可替代的作用。目前农村的人民调解制度在调解的范围、效力以及调解组织人员构成、经费来源等方面存在诸多问题,严重影响了调解制度作用的发挥。为了更好发挥人民调解在农村的解决纠纷、化解矛盾中的作用,必须从各个方面对调解制度予以健全。
The people＇s mediation system in rural areas has long existed and developed with the intrinsic historical and cultural sources, which has played a non-substitutable part in mediating civil disputes. However there are some problems in the aspects of domains, effieieney membership, and source of expenses that hinder the system from working well. It＇s very necessary to reform and improve the system in order to better its function in settling disputes and contradictions.
