摘要
近年来,亚太多边安全合作呈现良好发展势头。在中国崛起、中美同时成为亚太安全的主要角色的背景下,多边安全合作在缓和中美竞争和冲突中的作用令人关注。本文试图结合制度理论,探讨亚太多边安全合作对中美关系的影响。本文认为,亚太多边安全合作有助于增进中美互信,但这种合作并没有发挥最佳效益,反而成了中美相互抵消对方影响的工具。尽管多边安全合作的作用有限,但在亚太安全结构处于变动的转折时期,多边合作仍不失为中美缓和对立、消除疑虑、实现共赢的政策选择。
In recent years, a positive trend has emerged in the development of multilateral security cooperation in the Asian Pacific region. Against the background of the growth of China and the United States and China becoming chief players in Asian-pacific security, the role of multilateral security cooperation in mitigating competition and conflict between China and the United States has become the focus of attention. This article attempts to use the institutional theory to study the impact of Asian-Pacific multilateral security cooperation on US-China relations. The article holds that such multilateral security cooperation is conducive to promoting mutual trust between the two countries but such cooperation has not produced optimal effect. However, since the Asian-Pacific security structure is in the process of transformation, multilateral cooperation is still the best policy option for China and the United States in mitigating confrontation, reducing suspicion, and realizing a win-win result.
