摘要
建国以来,我国针对农村孤儿的社会政策经过了从救助制向福利制的转变过程,目前正在进行的农村税费改革给农村孤儿的社会政策变为完全福利制提供了有利的条件和机遇,但在社会转型期的调整过程中,需要我们从观念、制度、环境等方面进行全面的配套改革,才能推动农村孤儿完全福利制的实现。
Since establishment of People＇s Republic of China, the social policy implemented in China for rural orphans has seen a change from the rescuing system to the welfare one. The reform of tax now conducted in the rural regions has prepared a beneficial condition for the social policy of rural orphans to change into an absolute system of welfare. In such a period of social transformation and adjustment, we need to implement a comprehensively matched reform in concept, institution, and environment in order to realize complete system of welfare for the rural orphans.
