摘要
文章以政府行政管理体制改革为重点,结合首都民政工作,通过对“太阳村”个案分析,进行应用对策研究。文章指出,政府行政管理体制改革:知易行难。任何制度改革,归根结底是权力与利益的调整。因此,政府行政管理体制的改革既要态度坚决又必须立足国情、民情,体现社会包容性;建设公共服务型政府,既要创新观念,又必须依法行政,同时,加快配套改革,如此,才能使政府改革取得成功。
Focused on the reform of administrative management system, tints arttcte makes a study of the Sun Village, an aid center for special children in Beijing, and comes up with countermeasures with a view to improving civil service management in the capital. The article points out that it is easier said than done in carrying out the reform of administrative management system. Any system reform is, in effect, a reallocation of power and benefit. Accordingly, we should take a firm attitude in carrying on the reform of administrative management system and consider the actual situation of the nation as well, so as to enhance social tolerance. We should have creative ideas and administer according to law in building a for-the-people government, and meanwhile, we should accelerate related reforms to achieve success in governance reform.
