摘要
十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》正式提出的“和谐社会”的理念,这是党的执政理念的一次飞跃。化解社会矛盾,实现社会和谐,需要制度做保障,需要重视制度建设。目前,“规则至上”意识的普遍缺乏造成现有制度在化解矛盾中没有得到有效发挥。因此,培养“规则至上”的契约精神应该成为我们构建和谐社会的重要内容。
The concept of harmonious society was officially presented at the Fourth Plenary Session of the 16th Central Committee of the CPC. The essence of a harmonious society lies in that all the contradictions can be efficiently solved. Consequently, institutions are necessary to ensure solving contradictions. This means that it is important for a harmonious society to put emphasis on the construction of institutions. Generally, the efficiency of an institution is greatly related to people＇ s consciousness of following rules which are of great importance for a modem society. Unfortunately, most people in China lack this con- sciousness. So it is of great value for China to cultivate the spirits of contract to build a harmonious society.
