“德主刑辅”是治理国家的根本。刘基力主以民为本,立法以德。刘基法治思想对朱元璋影响颇大,其法治思想只有通过朱元璋才得以实施。
＂Ruling the country mainly by virtues and auxiliarily by torture＂ is the foundation of governing the country. Liu Ji advocated the people- centered theory and vitured - based legislation, Liu Ji＇ s lawful thought greatly influenced Zhu Yuanzhang, through whom Liu Ji＇s lawful thought was practiced.
