摘要
从分权和合作的角度看待城市化进程,指出开发区“圈地”现象是一种以征地为出发点的农村城市化,政府对企业让利而不分权,属于不分权的合作,因此未来发展走向不明确,更严重的是开发过程中将多数农民排除在合作之外,造成了结构性的失衡,这样的城市化进程离“健康”相距甚远。认为如何分配权力,实现合理的社会分工与合作,是开发区建设必须解决的命题。
This paper analyzes the cooperation and decentralization recently emerged in China＇s urbanization process. The expansion of development park and its occupation of farm land are new phenomena in China＇s urbanization. Local government shares profits with enterprises but share no political fights. Therefore the future of this kind of cooperation between local government and market activities is not clear yet. The more serious is that in the cooperation most of non-urbanized population was excluded. This pattern of urbanization is far from ＂healthy＂. How to define the fights and responsibility between the government and the market in the construction of development park is the key to the healthy urbanization.
