摘要
创业是一个企业从创办、建立、成长到成熟的持续过程。中小企业创业与成长中,面临种种矛盾与困难,深层次的原因是制度障碍以及转轨时期的制度创新。必须从制度创新的角度构建包括政策支持体系、法律支持体系、人文支持体系、社会化服务支持体系为主体的中小企业创业与成长支持体系,形成融资支持、培训支持、技术支持、信息服务支持、质量管理支持、市场开拓支持、中介服务支持以及园区与基地支持八大社会化服务支持平台,为新生中小企业构筑聚集生存与成长所需的共享服务项目的系统空间。
Starting an enterprise is a progress from creation, establishment, growth to mature. Medium - sized and small enterprises face many problems and contradictions during starting and growth such as system barrier and system innovation. We must construct starting and growth system for medium - sized and small enterprises such as policy support system, law support system, humanism support system, socialized service support system from the angle of system innovation, form eight socialized service platforms such as financing support, training support .technological support, information service support, quality management support, market development support, agent support and zone and site support so as to construct shared service system space for starting and growth of medium - sized and small enterprises.
