摘要
开展和加强水利水电工程建设的环境管理，对于有效地防治因工程建设活动引起的环境污染和生态破坏，促进工程建设与环境保护的协调发展具有重要意义。作者根据从事三峡工程建设环境管理的体会，仅从大型水利水电工程建设业主单位的角度出发，初步探讨我国大型水利水电工程建设环境管理的任务与内容，包括环境管理的基本目标和任务，工程建设施工环境管理与环境保护设施的竣工验收管理等，并提出了搞好工程建设环境管理的基本保证条件和工作思路。
Developing and enforcing environmental management for hydraulic engineering construction has important significance in effective prevention of environmental pollution and ecological damage caused by construction. Based on his own environmental management experience of Three Gorges Project and from the view-point of a large hydro project's owner,the author analysed the task and scope of environmental management in large hydro project construction in China,including the basic objective of environmental management,environmental norms in construction and commissioning of environmental protective equipment and facilities after their installation. The author also proposed basic prerequisite conditions and guidelines of work,ensuring success of environmental management of construction.
