During the progess of democracy and nomocracy, market economy, social civilization and globalization, There will be an important significance to promote and inaugurate some institutions further of administrative punishments, including institutions of classification, institutions of executive subjects and the related subjects, institutions of the application and the procedure, which should regulate the power of setting and executing administrative punishments, accelerate the progress of administration under law, construct the goverment ruling by law, safeguard the civil rights.
