摘要
人力资本投资对经济增长具有特殊重要作用。然而,人力资本投资存在产权障碍和计量障碍,这导致其投资激励不足。因此,必须对人力资本产权制度和人力资本核算体制进行改革和创新。
Human capital investment is the key to the growth of economy. However, there exist some barriers of property fights and metrology in human capital investment, which causes the deficiency of encouragement in human capital investment. Consequently, we must carry out reform and innovation in the property rights institution and accounting system of human capital.
