按生产要素分配是我国重要的分配原则.按生产要素分配客观上造成了收入分配领域的不公平现象.兼顾公平必须坚持资源共享、通过市场实现初次分配和通过政府进行再次分配三个原则.
Production-factor-based distribution is an important distribution principle of our country. But it also brings some inequalities. There are three principles to stick to when giving consideration to equality： 1. resource-sharing; 2. marketcontrolled first distribution; 3. government-controlled redistribution.
