摘要
在战略决策思想史中,从"战略"概念到"大战略"概念的演变具有重要意义。它极大拓展了战略决策思维的对象、空间、视野和方法。大战略的实质内涵必须根据民族国家同外部世界间关系的角度来把握。大战略体现的是,处于国际无政府状态中的国家综合运用各种力量以实现国家利益和目标的规划,是从国家和政府的角度、立场观察问题和解决问题的一种战略方法。
The concept shift from ＂strategy＂ to ＂grand strategy＂ is a major event in the history of strategic decisionmaking thoughts. This process greatly enlarges the object, dimension, horizon and approach of strategic decision-making thinking. We should grasp the connotation of grand strategy from the view of the relationship between nation-state and the external world. What the grand strategy really highlights are anarchic nationstate＇s planning efforts to realize its interests and goal through the strategic method based on its comprehensive strength. It＇s a strategic method of observing and solving problems from the point of view of the state and government.
