摘要
取消强制婚检,实行自愿婚检体现了以人为本的价值取向。以人为本必须遵循从实际出发的指导思想;必须合理划定权利边界,抑制不当的个人自由;要注意法律、法规以及法律规范之间的相互补充、相互配合。实现以人为本,还必须设定相应的行政职能,完善行政决策机制。
It reflects a kind of human - oriented values to eliminate compulsive pre - marriage health checkup and carry out voluntary health checkup. To achieve the values, lawmakers have to follow such guiding ideology as practicality, delimit fights reasonably, suppress undeserved personal liberty and put emphasis on complementary and matching relations among law, regulations and legal norms. In addition, relevant administrative functions should be delimited and the administrative decision mechanism should be improved.
