摘要
实行外汇并轨、新税制及加入国际版权公约组织,对于深化改革具有重大意义,但也给原已困难重重的外文期刊订购带来了价格进一步上涨、订购渠道多样化、引进数量与方式受限等新变化。只有迅速改变传统的订购观念,才能抓住机遇,迎接挑战,走出困境。
It is very important for China to put into effect the policies of foreign exchange rate in RMB and new taxation, and to take part in UCC (Universal Copyright Convention) in the deepening of the reforms. But that gives rise to many problems, for instance, the rising of the journal prices, the multi-channels in acquiring journals and the restriction on the amounts and approaches for importing journals. To suit this situation, the author presents some solutions,that is,to replace the old traditional ways of acquiring foreign journals for the new ones, to broaden the library staff's knowledge on serial work and economy, to well select the subscription agents, to make direct subscription and exchange with the foreign partners and to raise fund for cooperative acquisition.
