摘要
文章简要论述了高校图书馆发展的概况和存在的问题，由此进而论述认真贯彻实施《教育法》的重要意义，指出高校图书馆工作如何贯彻《普通高等学校图书馆规程》的精神，把高校图书馆工作纳入法制管理的轨道，是所有学校应采取的诸多措施中的关键一环，是引导高校图书馆沿着正确方向健康发展的根本保证，同时作者在论述中提出了建立和完善法制管理的几点建议。
his paper states briefly the development of Academy Libraries,some existing problems and the importance of putting “Educational Law”into practice. It also points out how to carry out the spirit of“Library Rules in Academy Lib-raries”。Among many measurements, the most important one is to make Library's work managed by law. That is the fundamental assurance which can lead Academy libraries to go in a more healthy Way. At the same time,the author makes several suggestions on how to perfect the law management in Academy libraries.
