摘要
国际经济组织已经成为国际法律关系中十分重要的主体,其决策机制的民主性与公平性引起了越来越多的关注。通观近代发展起来的国际经济组织,可以发现,某一国际经济组织之所以会选择某种决策机制,往往基于以下两方面的考虑:一是为了最大程度的契合其本身的性质与职能需要;二是决策程序的设置须反映各成员国经济力量对比以及其他对通过决议有影响的经济因素,即务实性倾向。本文将综合各国际经济组织的情况,分析其决策的每一步骤,提供一种纵览与评价。
International Economic Organization has become one of the most important entities in international legal relations. More and more attention is paid to the democratic nature and fairness in its decisionmaking. It can be found that an international economic organizations choice of certain decisionmaking mechanism is usually based on two considerations: firstly, to be in accordance with its substance and functions; Secondly, to reflect the balance of member states powers and other economic factors favoring the passage of each decision. This essay reviews the actuality of international economic organizations, analyzes every step of the decisionmaking, and provides some evaluation and suggestion.
