摘要
本文论述了电力市场的基本原则是公平竞争原则，并介绍了发电厂平等竞争方式、对用户电价进行分类、按实际供电成本收费等体现公平竞争原则的措施。为了确保电力市场的公平性，本文提出了电力市场要有一定的公开性，扩大参与者选择的权力，开放输、配电系统筹观点。最后，本文还强调了电力法规建设的重要性。
In this paper the basic rule for electricpower market,i.e。,the fair competition , is expound-ed. The measures which incarnate the rule for faircompetition such as the way of fair cornpetition amongpower plants,the classification of electricity price andthe collection of charge for electricity according to theactual power supply cost are discussed. To ensure thefairness of power market,the authors put forwardthat there must be certain openness in power market,and the right to select for power market membersmust be enlarged. The importance of making the lawsand regulations for electric power is emphasized.
