摘要
产权的可流转性是现代产权制度的重要特征。高度发达的产权市场是资本市场不可或缺的组成部分,是企业活力的重要保障。产权交易市场的规制与完善,建立现代产权制度,是市场经济改革的一项重要任务。作为国有经济退出通道的产权交易市场,其功能与作用是在一般的产权交易机构的基础上应有扩展。我国产权交易市场实际上是一个具有包容性的系统,整体性强。它既有准资本市场的性质,又兼有其他要素市场的性质。探析目前产权交易市场存在的问题,规范产权交易行为,提升统一立法的等级和权威,实现产业结构的合理化,是我国经济结构调整战略中最为重要的一环。
Property rights are transferable that is the important character of modern property relations.A mature property rights market is an indispensable part for capital market and secures the energetic enterprises.One of the important missions for market economic reform is to regulate property rights dealing market and create modern property relations.Property rights dealing market as a way for the privatization of state-owned enterprises, its function and effect should extend on the base of normal property rights dealing organizations. Property rights dealing market in China should be a complete system.It has the essence of capital market and the other factor markets. Analyzing the problems of property rights dealing market nowadays, regulating the dealing behaviors, upgrading the uniform law, making industrial structure reasonable, is the most important task for the strategic adjustment of economic structure in our country.
