摘要
行政许可法定原则的设定和实施对保护公民、法人和其他组织的合法权益产生了深远的影响。对于目前边防检查行政许可工作受到行政许可法定原则巨大冲击的严峻形势,边检机关既要采取有关应急措施,确保边防检查行政许可达到《行政许可法》的规定,又要考虑长远的应对措施,在今后出入境立法工作中科学设计行政许可制度。
It is very significant to put the administrative permission law into effect for citizen, legal person, and organization. Exit-entry frontier inspection organs should take emergency measures to guarantee the standard rate of administrative permission law. At the same time, it should be very thoughtful to adopt important measures for exit-entry frontier inspection in order to design the scientific permission rules in the future.
