摘要
如何将甘肃民族地区人力资源激活并转化为可直接为经济发展服务的人力资本——即高素质的劳动力是甘肃民族地区经济社会发展的重要问题。为此,应对人力资源进行系统开发和多层次开发,消除“能力贫困”和“机会贫困”,提高人力资源开发的经济效益。
The paper holds that how to activate the rich human resources in the ethnic minority areas of Gansu Province is of immense significance in the economic development of these areas, the key being the establishment of the highly efficient labor force. Thus, it is of vital importance to rid the areas of the poverty in capability and opportunities.
