摘要
文章从8个方面阐述了食品安全永远是在寻求一个平衡点的论点,建立了一个全新的概念——“食品安全问题不可能彻底解决,只能应对”,并据此得出了关于食品安全的基本判断;同时指出,加强发展中国家食品安全能力建设,如同在小型或较不发达的食品企业(SLD Bs)建立和实施H ACCP体系一样,必须切合实际、符合科学与自然规律的要求,藉以克服各种“内在和外在的障碍”,应对各种食品安全问题,实现食品安全目标(FSO)。
This paper expatiated on the argumentation that food safety have being seeking a balancing point forever with 8 arguments,and tried to set up a new conception that'the food safety issue can't be solved to the core, and can but be reacted',and educing the basic opinion on food safety. Strengthening the power construction on food safety in developing country,which is similar like applying the HACCP system in small and/or less developed businesses(SLDBs),must be sure to accord with practice,science and nature rules,finally overcome all sorts of'internal & external obstacles',react on the various food safety issues and achieve the food safety object(FSO).
