摘要
美国国家安全委员会的NSC160/1文件和NSC5433/1文件确定了美国对《欧洲防务共同体条约》的基本政策,杜勒斯是在这两个文件确定的路线和策略方针的范围内展开“压力外交”的。NSC5803文件则是第二任艾森豪威尔政府对德政策的纲领。艾森豪威尔政府虽然标榜支持德国重新统一,其现实政策却是维持东西德的长期分裂局面、要求联邦德国在西方防务领域做出更多的贡献和帮助美国解决国际收支危机。美德同盟关系逐渐由联邦德国的依赖向在某些领域协助甚至替代美国的方向转变。
The pressure strategy adopted by J. F. Dulles was based on the basic policy of A-merica towards EDC provided in National Security Council Documents NSC160/1 and NSC5433/1, whereas NSC5803 was the policy guideline of second Eisenhower Administration towards FRG. Although Eisenhower Administration was in favor of German reunification, its policy was designed above all to maintain the status quo of FRG and GDR, to make FRG contribute more to defense the West, and to help American to tackle international payment crisis. Instead of FRG continue to depend on America, the relationship between the two countries has been gradually transferred to a kind of partnership in which FRG helps or even replaces America's role in some specific areas.
