摘要
农村政策性金融失败的原因,不在于政策性金融本身的功能失效,而在于没有采取正确的、科学的方式去实现它。根据我国农村金融发展的现状,农村政策性金融应该实现方式转换,包括完善农村金融市场,增加收入和减少贫困的目标转换,多方协调用最低成本实现目标的方法转换;客户覆盖面和持续性的业绩评价体系转换等等。
The paper discusses the reason for the failure of the rural police financial institution, it is not stem from the function of police financing, but from the wrong way to fulfill these functions. According to the reality of our rural financial market, the author suggests to transform the way of fulfill these functions. It includes: transforming the goal to expand rural income and reduce rural poverty through establishing integrated and efficient financial markets; transforming means in lowest cost and in harmony with different parties; transforming the system of assessing the performance of rural police financial institutions in two criteria: the extent of their outreach and self-sustainability.
