摘要 我国原油运输有三种形式:油轮海运、铁路陆运和跨国管道运输。而在建的中哈输油管道年设计输送能力仅为2000万吨,铁路陆运只是杯水车薪。海运方面,2004年全国海运进口原油1.1亿吨,占原油总进口量的91%。海运进口原油的快速增长受港口和船舶的制约日益明显。通过海上原油船对船过驳,是缓解这一矛盾、发掘进口原油物流中发展潜力的新环节。 There are three ways of Chinese crude oil transportation including oil tanker carriage, railway transportation, and cross-border pipeline transportation. However, the design transport capacity of the pipeline carrying crude oil from Kazakstan to China is only 20 million tons every year while crude oil transport by railway is also quite limited. In 2004, crude oil transport by shipping reached 110 million tons, accounting for 91 percent of the country?s total oil import. The growth speed of crude oil import through sea-borne means is gradually but significantly restricted by port congestion. Oil lighterage at sea might help alleviate the situation of port congestion and tap the potential of logistic development for national crude oil import.
