摘要
生态屏障是一个地域和功能概念,是指位于特定区域的具有良性生态功能的巨型生态系统,该生态系统是屏障区域的生态安全系统,同时又是下游区域生态环境的"过滤器"、"净化器"和"稳定器"。不同地域建成的生态屏障,其结构和功能是有差异的。建设生态屏障,不能局限林草植被的恢复与重建,还应包括水土流失和环境污染的治理;不能局限于对自然生态系统的调节,还应包括对人的行为的规范和约束。本文在深入探讨生态屏障的涵义、功能和特性基础上,认为建设长江上游生态屏障的目标体系至少应包括实现最大的绿色覆盖、最小的水土流失和优质水源,并提出了建设长江上游生态屏障切实可行的对策措施。
<Abstrcat>Eco-screen is a regional and functional concept,it is a huge ecological system which lies in special region and has good ecological function.This ecological system is a ecological security system to the regions which it lies in,meanwhile it is a filter,purifying ware,stabilizer of its lower riches.The eco-screen lying in different region has different structure and function.While building a eco-scene,it is not only to build the forest and grass vegetation,but also including to harness the soil and water erosion,to prevent and control environmental pollution.It is not only to adjust the natural ecological system,but also including to stipulate people's action.This paper discusses the definition,functions and characteristics of eco-screen,and thinks that the aims of building eco-screen in upper reaches of Yangtze river include maximum green cover,minimum water and soil erosion,and optimum water quality.Also this paper works out the countermeasures to build the eco-screen in upper reaches of Yangtze river.
