摘要
农业信息化建设中的"最后一公里"问题,严重影响了农业信息化的经济效果。依据经济学中消费者最优决策的等边际理论,分析了农民不进行网络投资的合理性;在对比了计算机网络给农民带来的效用与为此支付成本的基础上,区别了信息的获取成本和消费成本两个不同的概念;在考察了农业信息系统现状的同时,提出了增加信息产品有效供给,采用商业化的运作模式,进行农业生产与经营相分离的农业组织化改革等对策。
The problem of so-called last one kilometer implies that it is unaffordable for most of rural households in many villages to become a terminal user of internet so as to obtain in time the necessary information available to know what and how to grow and sell the farm produce, though the nearest townships have already been interconnected to link with internet. The problem has been affecting seriously the project to make most of rural households more informative via internet so that they can get rich rapidly. Explores the reason why lots of rural households refused to invest in computer and network, according to the equimarginal theory of consumer's optimal decision. Comparing the utility value a computer and relevant network will bring about to the cost required, the information obtaining cost is distinguished from the consumption cost conceptually. Taking a critical view of the current situation of agro-information system, some countermeasures are proposed to solve the problem, such as increasing efficiently the supply of appropriate IT products with market-oriented business operation introduced in and reforming agricultural structure to realize the separation of agricultural production from its business operation.
