摘要
人力资本供给短缺是制约西部发展最大的瓶颈,人力资本投资是西部大开发的新的战略选择。面对西部地区人力资本投资的现状和问题,本文认为人力资本投资应作为政府的最重要的资金投入方向之一,并就西部大开发提出了一些政策建议。
The shortage of Human Capital supply is the bottleneck, which restricts the development of the west. The investment of human capital is a new strategic Selection in the west development. Facing the present situation and problems of western human capital development, I think that the investment of human capital should be one of the most important fund - input aspects for the government, and also propose some policy suggestion in great western development.
