摘要
供电企业现存多种用工方式,并行运作于供电主业、多经产业和农电部门,包括全民所有制工、大集体工、小集体工、农电工和临时工。各种用工方式的差异造成人力资源管理机制僵化,不公平现象滋生,突出体现在薪酬福利、员工晋升与流动机会等方面。用工方式的改进需要上级主管部门出台相应的政策加以指导和规范,本文仅从改进的前期准备、具体实施方案和配套实施机制三方面初步探讨可能的解决手段。
Several kinds of employment coexist in power utilities in the areas of power supply business,diversified business and rural power supply including permanent state staff,large collective enterprise staff,small collective enterprise staff,rural electrician and temporary employee.The difference in various employments creates rigescent mechanism of human re- sources management and unequal phenomenon,especially in the areas of salary and welfare as well as opportunity of promotion and education.Improvement to existing employment system needs new policy from higher authorities for direc- tion and standardization.This paper presents its exploration on possible solution from three aspects:earlier preparation work for improvement,detailed implementation plan and supplemental implementing mechanism.
