A newly-developed network-edition pre-payment ammeter management system (PPAMS) based on Client-Server mode and using Delphi 7.0 and Oracle 8.1.7 as development tools was introduced. The practical meaning, development tool, structure module and the function of each module of the system were introduced in detail.
