摘要
我国目前村委会和党委会的功能不清晰,其成员之间的交叉任职直接导致了村级管理中采用的分权制度变成了村干部的双重授权制度,由此造成的村干部双重职务人现象,又引发了村干部的业绩替代行为和职位权力向个人权力转化的结果,最终导致了村干部激励和制约的双重失败。通过分析可以发现若能建立有效的单一授权制度似可消除以上弊端,从而达到对村干部业绩的准确评估和权力的有效制约。
The function of either rural economy committee and or the party committee is unclear,resulting in that divided power-conferring policy became a converged power-conferring policy under which the leaders have double positions, so the leaders will have some bad behaviors through utilities.As a result, all the policy of incentive and constrain was inefficient. By analyzing, it can be seen that one tune of power-conferring system can solve the problem efficiently,and can also form a effective incentive and constrain mechanism for rural leaders.
