摘要
阻塞问题是输电网运行的关键问题之一,合理、优化的电网规划是从根本上消除阻塞的有力措施。文章以Pool交易模式为大环境,考虑了仅允许发电侧投标的单一买方市场方式和双拍卖方式下阻塞管理的特点,将两种阻塞调度模型统一为根本形式一致的标准二次模型,直接通过二次规划法求解;并分别针对这两种交易方式提出了新的灵敏度指标,以表征待建线路对消除阻塞的功效相对于其投资的对比关系。算例结果表明文章提出的灵敏度指标合理有效,这种新的基于灵敏度分析的电网规划方法能实现规划问题的简单、快速和启发式求解,具有较好的实用性。
Transmission line congestion is a key problem in the operation of power transmission network, reasonable and optimal transmission network planning is the effective measures to relieve the congestion radically. Taking the Pool transaction pattern for the environment and considering the features of congestion management under two modes, i.e., the single buyer's market in which only the bidding at generation side was permitted and the bilateral auction, two congestion management models were unified as a standard quadratic model in which the forms were accordant in essence, and directly solved by quadratic programming. For the two transaction modes new sensitivity indices were put forward respectively to characterize the relation of the efficacy of mitigating the congestion by the transmission line that would be built versus its investment. The case calculation results showed that the proposed sensitivity indices were rational and effective. This novel sensitivity analysis based transmission network planning method could be solved in simple, fast and heuristic way, so it might be practicable.
