论述加快我国铁路立法的必要性,说明我国铁路法律体系存在的主要问题和国外铁路法律对我国铁路改革立法的借鉴作用,提出我国铁路改革法律框架的构想。
The essay discusses the necessity for accelerating Chinese railway legislation, illuminates the main problems existingin Chinese railway legal system and the reference of foreign railway law to Chinese railway reform legislation, and puts forward theidea of the law frame for Chinese railway reform.
