摘要
我国传统的城市危机管理模式是分兵把口和突击式的群众运动,这种模式已经不能适应庞大的城市规模和城市的快速发展之趋势,与生态—经济—技术复合系统的城市危机发生特点也不适应,效率较低。因此,建立城市系统危机管理模式势在必行。提出了适应“四个整合”的危机管理组织构架,并描述了该构架的内部结构和功能。
Judging by the contradiction between the models of traditional emergency management based on single kind disaster management and mass movement and the complicated system of urban ecology, economy and technology, the authors propose an organization framework of systematic emergency management model for China cities. Meanwhile, they describe structure and function of the framework in the paper.
