英国对道路超限超载的治理可以归纳为“经济惩罚与司法处治双管齐下,营运证市场从业资格管理和路上检查现场治理相结合,依法行事,从严治超”。本文首先介绍了欧盟治超的法律依据,即包括英国在内的欧盟道路运输车辆载重量与尺度法规,然后重点分析英国治超的经验和做法。
The regulation on overloaded transport in UK can be summarized as economic punishment and legal regulations. The entry qualifications by license management and on-road inspection are combined. Within the league framework, overloading is severely regulated. This article starts from the legal basis in EU, including the rated load and rule, and then gives more details on the experiences and practices in UK.
