摘要
森林具保护环境、治理山河、造福人类的巨大作用,该文综论了森林生态和社会效益的评价与计量概况;阐述了实现森林生态和社会效益的途径,并认为发挥森林的多种效能,涉及到经济效益、人的动力、农林牧的关系、合理利用土地资源、生态环境、人口增长、社会经济、森林资源永续利用等多方面、多目标、多层次、多学科、多功能,要用系统观点、生态观点、社会观点、经济观点统筹兼顾,使实现途径更具有科学性、方向性、实践性、适用性、综合性及阶段性。
Forest is of greater functions of protecting human environment, bringing mountains and waters under control. The situation of the evaluation and calculation have been summarized, and the realizing approaches have been put forward. It suggests they involve in many factors, functions, subjects or structures, such as economic benefits, man's motive force, the relations among agriculture, forestry and animal husbandry, the land utilization, ecological environment, population growth, societal economy, sustained-yield management of forest resources. We must make the ways more scientific, directional, practical, comprehensive and phased with the view of system, ecology, society and economy.
