摘要 我国水资源本不丰富,加之分布不均,形成某些地区水资源不足或严重不足。黄淮海平原西中部地区交通发达,工农业生产在我国占有重要地位,唯水资源不足,已成为生产发展的制约因素。南水北调中线工程即从长江中游引水,供水主要目标为华北京、津、冀地区,同时考虑鄂、豫两省汉江唐白河流域和淮河流域需水要求的战略性工程。近期从长江中游最大支流汉江丹江口水库引水,简称引汉,主要工程包括丹江口水库按设计规模完建及输水总干渠,可自流输水及供水,多年平均调水量147.3亿立方米。主要为常规施工设备与技术。水源地水质为Ⅱ类,输水过程中易于保护。环境影响不制约工程决策。按1991年价格的静态总投资226.5亿元,社会效益、经济效益很大。经济上合理,技术上可行。 China is actually not rich in water resources.Moreover,water resources distribute unevenly within whole country.Thus,certain areas are lacking in or urgently demanding water resources.In the west and cen-tral areas of the plains between Yellow river and Huaihe river and between Yellow river and Haihe river,where communication is developed,and production of industry and agriculture ranks a high and important position in China,the lack of water resources has become a factor restraining the production development.Middle route south—to—north water transferring project,transferring the water from middle Yangtze river mainly to areas of north China,Beijing city,Tianjin city and Hebei province,partially to Tangbaihe river basin and Huaihe river basin within Hubei province and Henan province,is of strategical significance.The recent engineering program of this project with total transferable water quantity of 14.73 billion m^3 includes to raise the Danjiangkou dam up to its original design crest elevation,and to construct a main conveyance canal which will convey and distribute the water all by gravity.Completion of the recent engineering program only needs conventional construction e-quipments and techniques.Quality of water source is of Ⅱ class,and water quality may be protected easily in the course of water conveying.Decision making on this project is not restrained by environmental protection.The total static cost of this project,according to the prices in 1991,amounts to 22.15 billion yuan(RMB).Benefits to society and economy are very remarkable.So,this project is reasonable in economy and feasible in technology.
