摘要
政策过程始终是各种社会力量相互博弈的过程 ,公民作为政策主体的重要组成部分 ,自发地渗入政治生活中 ,其对政策过程的影响力、制约力逐步加强。公民参与已不是漂亮的词汇 ,而是具有现实意义的政治行为 ,这是由人的内在需要、政治现代化以及政府自身的改革要求等决定的。公民参与是实现行政民主的动力 ,也是政府改革的重要目标 。
The process of making policies is always that of different forces struggling with each other. As an important element of the main body of the policy-makers, citizens exert more influence and restricting force in the course of policy making. Their involvement is a political deed of great realistic significance, the motivation for realizing administrative democracy and the important goal of government reform.
