摘要
无论是在国内 ,还是在国外 ,赦免制度都有悠久的历史。然而 ,由于经济、政治、文化等因素的差异 ,各国对犯罪存在不同的理解。这就决定了当前在我国建立赦免制度的紧迫性。除此以外 ,赦免制度在国内也有其生存的土壤。
The Pardon Istitution has the centuries old history home and aboard. However because of different economic, political and cultural factors, the every nation holds the different understanding of Pardon Istitution, which means that establishment of Pardon Istitution in China is very urgent. Additionally, the Pardon Istitution has the practical needs in China.
