摘要
人力资源开发在新疆经济发展中具有基础性、动力性和决定性作用。新疆人力资源质量、结构和作用与实现经济增长需要存在较大差距 ,必须从观念、机制。
The development of human resources as a driving force plays a crucial role. The quality and structure of XinJiang human resources cannot meet the requirement of the economic development, therefore, it is necessary to further develop human resources as far as ideological and organizational renovation and financial investment are concerned.
