摘要
在回顾传统抗震设计思想及方法的基础上，指出了基于性能的抗震设计应是从传统的以保障人民生命安全为基本目标转化到在不同风险水平地震作用下满足不同性能目标的思想上来，并讨论了其中四个主要问题。最后通过两个应用简例的对比表明了基于性能的抗震设计的先进性。
By reviewing the traditional theory of the seismic design, I draw a conclusion in this paper that the performance - based seismic design should be based on the theory of satisfying different performance targets at different hazard levels, not on the purpose of ensuring people's life safety as suggested by the traditional theory. Meanwhile, four key problems in the performance - based seismic design are discussed. Two simple examples are given in the end to prove the advancement of this design.
