摘要在履行国际环境公约的过程中，制定的一系列政策、规划和方案都属于公共政策的范畴。公共政策是以有效解决社会公共问题为行为对象。一项政策执行一段时问之后，社会全体成员和政府都会要求对既定的公共政策做出合理的评估．以帮助决策者和执行者判断这些政策的作用和效果。
