摘要
基于人民主权原则的知情权是一项没有被宪法规范明确规定的基本权利 ,能够通过宪法解释的途径获得 ,其兼具自由权和社会权的性质。随着社会发展 ,行政机关逐渐成为国家信息中心 ,公民已经无法仅仅从社会获取信息以满足自身的信息需要 ,请求权能形态获得较大发展 。
