摘要
知情权源自概念的设计,起初只在学理意义上探讨,现在已逐渐成为一项具体的权利要求,并首先在具体的实在法领域有所体现。知情权与其他基本权密切相关,甚至成为其他公民权之基础。知情权概念的理论研究不断深入,其概念内涵和外延都不断扩展,但其权力属性难以把握。知情权不宜作为一种综合性权利来对待,因为知情权有作为独立权利的权利属性,这是其他关联权所不具备的。
