全面落实“科学发展观”,必须同时树立科学的“资源观”。在知识经济时代, “创新资源”是一国经济社会发展居于主导地位的战略性资源。 “创新资源”的培育和再造,不仅需要有一个创新的社会文化环境,而且需要政府进行制度创新,以及重视创新型人才的培养。
Implementing 'the concept of scientific development' requires us to establish scientific 'resources concept' at the same time. In the era of knowledge-based economy, 'innovation resources' are leading strategic resources in the economic & social development of a country. The development and reproduction of 'innovation resources' not only requires a innovative social and cultural environment, but also require the government to carry on institutional innovation and attach importance to talents training.
